Web 2.0/Social Networking and the Public Employer/Employee Relationship (Session III)

This is the third of four webinars in the International Municipal Lawyers Association (IMLA) / PTI series on the policy implications on the use of Web 2.0 and social media tools by city and county governments.

Both organizations thought it would be highly effective to develop a series of interactive sessions around Web 2.0 tools geared towards both the technology professional and the city/county attorney.

This in-depth session will focus on the internal legal and policy issues between a public entity and its employees when dealing with social networking and other similar technologies. Some of the issues to be discussed include:

  • How do you educate employees within the organization on all the issues
  • Employees that use city/county equipment and city/county E-mail address to connect to a social networking site or to develop a site
  • Open meetings laws and the scenario when two elected officials (such as city council members) communicate with each other on social networking sites
  • Monitoring social media, content
  • Using social networking to improve office efficiency
  • Use of government-issued equipment at home (ex. government-provided cell phone or laptop)
  • Background checks, including social-networking/Web 2.0 activity
  • Open records laws and records retention
