Costis Toregas

PTI President Emeritus

Costis Toregas served as PTI’s CEO for 18 years, 32 in all with PTI. He is a Fellow and the chair of the National Academy of Public Administration’s standing panel on Social Equity in Governance.

He is an adjunct faculty member in the school of Public Policy and Public Administration at George Washington University (GW), a Lead Research Scientist in the GW Department of Computer Science, and a founder and principal of the Global Consortium for Sustainable Solutions.

Dr. Toregas holds Ph.D and M.S. degrees in Environmental Systems Engineering and a B.S. in Electrical Engineering from Cornell University.

Steve Foute, Strategic Advisor

Steve FouteDr. .(JavaScript must be enabled to view this email address) was Deputy Manager of the Department of Environmental Health for the City and County of Denver where he was employed for over 20 years.

In 2006, the PTI Sustainability Council nominated him as its national spokesperson in its energy assurance and critical infrastructure protection program funded by the U.S. Department of Energy. Steve was one of several authors of versions 1 and 2 of the Energy Assurance Guidelines for Local Governments with PTI’s Ronda Mosley. He is now a team member of the California Local Energy Assurance Program (CaLEAP) funded by the California Energy Commission.

Mr. Foute has won several awards including the U.S. Department of Energy’s Innovation Award, Colorado Governor’s Energy Conservation Award and the Society of Real Estate Appraisers Author’s Award. He was also Chairman of the Colorado American Lung Association’s Board of Directors for two years, president of an energy service company and employed by the National Renewable Energy Laboratory and one of its commercialization arms: Western SUN in Portland, Oregon.

He was the project manager for Denver’s participation in the International Council for Local Environmental Initiatives (ICLEI) Urban CO2 Reduction Program.

Steve received his doctorate in Environmental Science from the University of Texas at Dallas and has served as adjunct professor at the University of Colorado at Denver’s School of Architecture and Planning. He enjoys landscaping, travel and faith-based volunteer activities.

Susan Cable, Strategic Advisor

Susan CableSusan Cable is the Program Manager for PTI’s Citizen-Engaged Communities Designation Program. She provides expertise in performance management, organizational development, customer call center management and strategic planning, as well as web strategies, design and development.

Susan worked for the City of Corpus Christi for 15 years as director of the E-Government Services and Communications and Quality Management departments, integrating current technologies and effective communications to deliver responsive customer service and improve operational efficiencies. She was responsible for launching the City’s Internet and intranet websites and its centralized Customer Call Center.

Julio Rovi, Strategic Advisor

Julio RoviJulio Rovi is a facilitator, speaker and advisor and has provided training to hundreds of energy and environmental managers in PTI member jurisdictions.

A supporter of PTI’s Sustainability Council, Mr. Rovi helps members meet energy efficiency, carbon emission reductions, and general energy management goals.

With over 24 years of professional experience and multiple degrees in energy, engineering, and the social sciences from the University of Pennsylvania and the Wharton School, Mr. Rovi also advises energy officials in ten states on EPA’s ENERGY STAR program.

Julio is fluent in English and Spanish and has worked on energy efficiency and climate programs in most of the United States, Central America, and the Caribbean. Prior to Cadmus, he served the United Nations Development Programme as a Climate Change Expert. He holds professional certifications in energy management, indoor air quality and sustainability.

George Burmeister, Strategic Advisor

George BurmeisterGeorge Burmeister is President of the Colorado Energy Group, Inc., Boulder, CO. CEG assists local and state governments and the private sector with energy efficiency and renewable energy technology policy and program implementation, and the acquisition of federal appropriations.

George’s career includes a senior political appointment in the Clinton Administration, service with the National Association of State Energy Officials, Americans for Clean Energy, the National Conference of State Legislatures, the Sierra Club and the offices of U.S. Senator Timothy E. Wirth.

He has a B.A. in Environmental Studies from Trinity University and a Masters in Public Administration from the University of Colorado.

Mark Weitekamp, Strategic Advisor

.(JavaScript must be enabled to view this email address) is a Principal Analyst with the Homeland Security Studies and Analysis Institute. He is a retired U.S. Army Chemical Officer with over 30 years experience in nuclear, biological, and chemical defense, emergency response planning and operations, and technical research and development.

Among his many assignments, Mr. Weitekamp commanded the Blue Grass Chemical Activity in Richmond, KY and led R&D for the Department of Energy in chemical and biological defense. While assigned to DOE, he fielded the Biological Aerosol Sentry and Information System (BASIS) in support of the 2002 Winter Olympics.

After retirement from the U.S. Army, Mr. Weitekamp joined Analytic Services Inc. where he continued to support homeland security efforts. He has lead several research efforts for the Department of Homeland Security, including an analysis of the National Capital Region’s notification procedures for a biological attack, the development of a national biomonitoring framework, and a national biological defense framework. In addition, he manages the Biodefense Net Assessment process, providing fresh perspectives to senior leaders on selected biological defense topics.

Mark Weitekamp is a 1981 graduate of the U.S. Military Academy and has a M.S. from the Naval Postgraduate School.

Robert LeGrande II, Strategic Advisor

Robert LeGrande IIAs President and CEO of LeGrande Technical & Social Services, LLC, Robert LeGrande is leveraging lessons learned in the District of Columbia to deliver high-quality technology solutions and services to government and commercial clients throughout the country and abroad.

As the former Deputy Chief Technology Officer (Acting CTO) for the District of Columbia government, he provided leadership for the City’s Wireless Network Operations, Human Services Modernization Program, Citywide Credentialing Project and the National Capital Region’s Interoperable Communications Program. He was appointed in January of 2007 as Interim Chief Technology Officer by D.C. Mayor Adrian Fenty. He continues to support public safety communications in the development of the national 700 MHz network.

Mr. LeGrande began his career with Lockheed Martin as a Software Test and Integration Engineer and Project Manager. He holds a Bachelor of Science degree from Clark Atlanta University.

Alan Leidner, Strategic Advisor

NAMEAlan Leidner is a Senior Associate at Booz Allen Hamilton, developing and providing location-aware and GIS capabilities to customers.

With a Masters in Urban Planning from Brooklyn’s Pratt Institute, he was a planner and manager with New York City government for 35 years. He was MIS Director of the Department of Environmental Protection where he initiated the City’s Enterprise GIS Program and oversaw the development of the City’s digital basemap.

Alan subsequently served as Assistant Commissioner in the Department of Information Technology and Telecommunications in charge of the City’s GIS Utility, where he organized and managed the Emergency Mapping and Data Center which provided information and mapping services to 9/11 responders.

Chuck Manto, Strategic Advisor

Chuck MantoChuck Manto is CEO of Instant Access Networks, Cumberland, MD.

Chuck has 25 years of public and private sector technology experience managing high-tech start-ups, Gartner Group’s Venture Capital Service, a county Economic Development Corporation, broadband CLEC operations and a joint venture in critical infrastructure protection.
