Local Government Technology Predictions for 2012
January 5, 2012, Alexandria, VA—Public Technology Institute (PTI) has identified its list of technology “ins and outs” – the solutions and practices that will impact the local government marketplace in 2012.
This list is based on interviews that PTI has conducted with local government IT executives as well as representatives of the technology vendor community who work with city and county governments.
“Many of the topics on this list PTI identified in 2011 and they will gain traction in 2012. Others are new, the result of how local government technology programs have dealt with resource constraints and the consumerization of government services,” said Alan Shark, PTI Executive Director.

Cybersecurity Concerns for Local Energy Assurance Planning
Because cyber security concerns are usually handled by Internet-focused industries and IT departments, local governments may not typically consider vulnerabilities of computer systems to unauthorized use or attack.
However, with the increased use of interconnected, Internet-based technology in the energy industry, and with recent attempts to harm energy sector control systems, cyber security is an increasing concern for energy assurance planners.
To mitigate the risk of cyber attack, it is necessary to harden computer and information systems by making them less vulnerable to external influences. This 15-page LEAP guidance document from PTI outlines cybersecurity standards, practices and concerns relevant to local energy assurance.

State of City and County IT 2011 National Survey
PTI and Deltek presented this analyst webinar on October 13, 2011.
In August and September 2011, PTI and Deltek conducted a national survey of local government CIOs and information technology IT directors.
The survey examined issues that IT agencies are facing today and their priorities for tomorrow. It considered the relationship between IT departments and vendors, and the impact of federal stimulus spending on local IT.
Deltek’s Chris Dixon and PTI’s Alan Shark examined the results from the State of City and County IT 2011 National Survey and analyzed the indications for state and local markets.

Local Government Use of Web 2.0 and Social Networking Tools

Web 2.0 technologies and social media tools are becoming more of an option for local governments to use as a platform for enhanced citizen engagement.
In August 2009, PTI conducted a survey of local governments about their use of and experiences with Web 2.0. The survey was sent to local government IT executives, e-government directors and web managers.
Three hundred fifty U.S. cities and counties were asked to participate in the survey, with 15 percent responding.
A report summarizing the survey findings is available to PTI members.

Landmark FCC Decision on Local Government Authority
On November 18, 2009, the Federal Communications Commission issued a landmark Declaratory Ruling on the authority of local governments to regulate the siting and permitting of wireless antenna facilities. The ruling is effective immediately. Local governments should be aware of the key timelines established by the ruling.
