Consortium to Provide CIO Education & Certification Programs
WASHINGTON, D.C., March 12, 2008 β To provide professional development opportunities to technology executives in city and county government, Public Technology Institute, the University of North Carolina School of Government, Center for Public Technology, and the Florida Institute of Government at Florida State University have partnered to launch the Consortium for State and Local Government Technology Leadership Development.
The consortium has created a national certification and professional development program for public service oriented chief information officers and for those interested in becoming a public service CIO. The program is designed with a core curriculum applicable for senior public sector IT leadership across the nation.

Telecom Discussion List Name Change
The TELECOM-IT discussion list has been renamed to CIO-COUNCIL. The name change better reflects the list’s use by CIOs at PTI member jurisdictions.

Local Government CIO Trends and Practices Book
City and county chief information officers are the top technology officials in local government. To help these officials deal with evolving technology, Public Technology Institute (PTI) will publish CIO Leadership for Cities & Counties: Emerging Trends & Practices, the first book written specifically for this specialized audience.
The book will describe the professional skill sets that CIOs need to be successful, and will include tried-and-true management practices that technology executives can learn from and tailor to their specific needs.
“The development of this book is so timely,” said PTI executive director Alan Shark. “In the tough economic climate we are facing today, with local governments having to maintain or even increase services while coping with budget shortfalls and often reductions in the workforce, the challenges that CIOs face are critical.

Muni-Wireless in Distress: What Happens Now to Digital Equity?

Those closely following what has been called the “Muni-Wireless movement” have reached a near state of hysteria with the recent announcement that Earthlink was initiating a strategic pullback from the dozen or so communities that they had invested in, and had been committed to build out city-wide wireless networks.

Oct. 2007 CIO Council Meeting Recap
PTI’s CIO Council met October 4-5 in Washtenaw County, Michigan. The agenda included discussion of IT governance, ERP/CRM, ITIL, e-discovery and access to records, and collaboration between IT and facilities management for the role IT can play in developing smart buildings.
The Council took a tour of the Menlo Innovation Lab, a software firm in Ann Arbor that promotes collaboration through team projects and an open atmosphere, and the Duderstadt Center at the University of Michigan, where members saw virtual simulation tools, 3-D and collaboration technologies the University is making available to students and faculty.
The Council also heard from Vicki Barnett, mayor of Farmington Hills, MI and representative to the NLC Advisory Council on the technology and telecom issues that NLC is following.

PTI Responds to USA Today on Wi-Fi
USA Today has published PTI Executive Director Alan Shark’s op-ed letter in today’s online edition at this link.
Dr. Shark said, "There is much more I would have liked to say highlighting the different applications governments are testing and using via their networks, and the thoughtful planning and strategic thinking that local governments undertake when tackling any technology endeavor.
"We need to point out that Wi-Fi is just a technology and is nothing more then a radio signal. Itβs invisible to most β especially for those who need to be educated as to how to best utilize it.
"As the technology organization for cities and counties, PTI takes an active role in championing the hard work of our members for the benefit of the citizens we serve."

Wi-Fi Done Right Part 2, Corpus Christi, TX - Sept. 20-21, 2007: Presentations
At PTI’s Wi-Fi Done Right Part 2 conference, more than 70 local government officials and industry representatives learned how the Corpus Christi citywide network was planned and implemented, and saw many of the various applications that the city is using via the network.
PTI thanks City of Corpus Christi officials for sharing their experiences with seminar attendees, and sponsors National Metering, Northrop Grumman and Earthlink for their support.

Wi-Fi Done Right Part 2, Corpus Christi, TX - September 20-21, 2007: Wireless Applications Showcase
These are among the wireless applications demonstrated at PTI’s Wi-Fi Done Right Part 2 conference, September 20-21, 2007 in Corpus Christi, Texas.
AMR - Automated Meter Reading is in the second year of a five-year deployment to fully automate 147,554 water and gas meters. The new wireless system provides real-time data, with correct readings transmitted twice daily, and data analytics for leak detection and system management.

EMP Protection Project Funded; PTI, University and Tech Development Agency to Cooperate
Ocean City, MD, Aug. 15, 2007 β Instant Access Networks, LLC, (IAN) announced today that it has received $70,000 from the Maryland Technology Development Corporation’s (TEDCO) Maryland Technology Transfer Fund.
The Cumberland, MD-area company will work with Frostburg State University (FSU) to develop technology that will protect critical infrastructure from an electromagnetic pulse (EMP) attack.

A Qualitative Assessment of Citizen Demand for Technology Based Services
This report by Beverly B. Kothe of MarketWise, Inc., contains the findings of a study conducted for the City of Charlotte, North Carolina in late 2006.
The intent of the study was to help leaders learn how the city is using technology to meet citizen needs, and to identify emerging needs or trends that the city can address using technology.

PTI Network of Local Government CIOs Gets New Name
Washington, D.C., June 14, 2007—Public Technology Institute (PTI) today announced that the network of PTI member government chief information officers and information technology directors has been renamed the PTI CIO Council. PTI is a national, non-profit technology research and development organization created by and for cities and counties.
Formerly known as the Telecommunications and Information Technology Council, the new name of CIO Council is meant to more accurately reflect the level and responsibilities of the local officials who serve on the council and participate in council research activities.

Economics of Broadband Access for Underserved Consumers and Businesses
This PTI white paper outlines a variety of broadband options available to consumers at large, but points out that many Americans cannot now, nor will they be able to access in the future, many of the most popular technologies like DSL or cable based solely on geography. The paper acknowledges that satellite broadband services are well suited to address the needs of rural consumers, small businesses and local governments.

CIO Council Mission
The CIO Council is composed of leading-edge Chief Information Officers and telecommunications directors from across the nation.
The council identifies and responds to emerging technology issues sometimes before the marketplace recognizes the opportunity or challenge. For example, the first two local governments to establish a web site in 1994 are longstanding members of this innovative consortium.

2006 Leadership Retreat
Identifying the top issues that “keep local government Chief Information Officers up at night” was the focus of the 2006 Technology Leadership Retreat and Forum, convened by PTI in Phoenix, Arizona, October 16-17, 2006.
The Forum brought together CIOs representing local governments ranging in size from Los Angeles County, California (population 9.9 million) to Urbandale, Iowa (population 35,000).
