Alan R. Shark, PTI Executive Director
Alan R. Shark is the Executive Director and CEO of the Public Technology Institute (PTI) headquartered in Washington, DC.
Created by and for city and county governments, PTI is a national, non-profit organization that focuses on technology issues that impact local government and technology thought-leaders in the public sector.
Dr. Shark’s career has spanned over 25 years as a highly recognized leader in both the nonprofit management and technology fields, with an emphasis on technology applications for business and government.
He is an author and Executive Editor of the recently (2009) published book CIO Leadership for Cities and Counties: Emerging Trends and Practices as well as Beyond e-Government & e-Democracy: A Global Perspective published in 2007.
As part of a special strategic partnership between PTI and Rutgers University Dr. Shark is an assistant professor in the School of Public Affairs and Administration where he teaches a masters level course on technology and public administration.
Before coming to PTI, he was president and CEO of the American Mobile Telecommunications Association. At the Water Environment Federation, he was the associate executive director and publisher.
Dr. Shark was elected a Fellow of the National Academy of Public Administration, as well as a Fellow of the American Society of Association Executives and a Fellow of the Radio Club of America.
He received a doctorate in public administration from the University of Southern California and the MPA degree from Baruch College in New York.

Board of Directors
The PTI Board of Directors is composed of nine seats. Each of PTI’s sponsoring organizations holds one seat on the Board of Directors.
Five seats are held by representatives of the PTI local government membership and one seat by an industry representative.
PTI Board Chair
Brian O´Neill, Philadelphia City Council
Brian J. O’Neill is now serving his eighth term on the Philadelphia City Council. He also serves as the Chair of the City Council’s Technology Committee.
The son of a Philadelphia police officer, Councilman O’Neill is a graduate of Saint Joseph’s University (1971) and Widener University Law School (1975). Prior to his election in 1979, he worked as a juvenile probation officer, a law clerk in the Court of Common Pleas and an attorney in private practice.

Robert L. Layton, City Manager, Wichita, KS
Representing International City/County Management Association (ICMA)
Robert Layton was appointed city manager of Wichita in January 2009. Prior to that, Layton served as city manager of Urbandale, IA since 1984 following several years as assistant city manager for the city of Des Moines. Robert was named the 2005-06 Dwight Ink Resident Practitioner in Iowa State University’s Public Policy and Administration Program (PPAP). Previously he was named the PPAP’s recipient of the Dwight Ink Public Service Award.
Mr. Layton is a past president of the Iowa City/County Managers Association, has served multiple terms as Government Co-Chair for the Greater Des Moines United Way Campaign (1985, 1991, 2003) and has made many other contributions to public service.
Mark A. Johnson, CAE
Executive Director, North Dakota Association of Counties (NDACo)
Representing the National Association of Counties (NACo)
Mark Johnson has been the executive director of the NDACo since 1983. He received the North Dakota Leadership Award in 1992. He has served on the National Association of Counties (NACo) Board of Directors, and currently serves on the Finance Committee and Information Technology Committee.
Mr. Johnson is also the president of NDACo Resources Group, a for profit subsidiary of the NDACo delivering technology to public and private clients in North Dakota.
Mr. Johnson is a Certified Association Executive (CAE) and an active member of the American Society of Association Executives. He received the Top 25 Doers, Dreamers and Drivers Award from Government Technology Magazine in 2004.
Michael Armstrong
Chief Information Officer, Municipal Information Systems
Corpus Christi, TX
Michael Armstrong has served on several national boards, including serving as the immediate past Chair of the PTI Telecommunication and Information Technology Council, Executive CIO Council for the Center for Digital Government, Advisory Board member on the Iowa State University E-Government Program and the 2005 Secretary of the Iowa CIO Council.
Mr. Armstrong has published several articles in the field of technology. He is a graduate of the University of Kentucky.
Gail Roper
Chief Information Officer, Raleigh, NC
Gail Roper is the CIO for the City of Raleigh, North Carolina. Previously, she was CIO of Austin, Texas and Kansas City, Missouri.
Ms. Roper has a bachelor’s degree in information systems from Albany Business College in Albany, N.Y. She is the chair of PTI’s CIO Council.

Brian Moura
Assistant City Manager, San Carlos, CA
Mr. Moura joined the City of San Carlos in 1986 following seven years with the City of Hayward and earlier positions with Contra Costa County, the San Mateo County Office of Education and the City and County of San Francisco.
In addition to serving as Assistant City Manager in San Carlos, he has also simultaneously served as the City’s Finance Director & Human Resources Director, Finance Director, Parks & Recreation Director and as Interim City Manager in 2005.
Mr. Moura has a B.A. degree from the University of California at Berkeley and a Masters Degree in Public Administration from California State University, Hayward.
Don DeLoach
Chief Information Systems Officer, Tallahassee, FL
Representing the National League of Cities
A native of Tallahassee, Mr. DeLoach obtained his undergraduate degree from Florida State University in 1981. He received his Masters in Public Administration from Florida State in 1994.
His professional experience includes 25 years in the technology industry, of which the last 15 have been in management. Mr. DeLoach has worked on numerous projects involving systems application design, system selection, implementation and contract management.
Currently, Mr. DeLoach is the Chief Information Systems Officer for the City of Tallahassee responsible for all of the technology needs of the city including the management of its 800 MHz communication system. His staff of 75 employees maintains a state-of-the-art Oracle/PeopleSoft ERP and numerous mission-critical applications necessary for the city to operate.
Mr. DeLoach is a former President of the Florida Local Government Information Systems Association.
