His career has spanned over 25 years as a highly recognized leader in both the nonprofit management and technology fields, with an emphasis on technology applications for business and government.

As part of a special strategic partnership between PTI and Rutgers University’s School of Public Affairs and Administration, Dr. Shark serves as an assistant professor for public affairs and administration. Among the many areas of responsibility, he teaches a master levels course on technology and public administration.

Costis Toregas, President Emeritus

Costis ToregasCostis Toregas served as PTI’s CEO for 18 years, 32 in all with PTI. He is a Fellow and the chair of the National Academy of Public Administration’s standing panel on Social Equity in Governance.

He is an adjunct faculty member in the school of Public Policy and Public Administration at George Washington University (GW), a Lead Research Scientist in the GW Department of Computer Science, and a founder and principal of the Global Consortium for Sustainable Solutions.

Dr. Toregas holds Ph.D and M.S. degrees in Environmental Systems Engineering and a B.S. in Electrical Engineering from Cornell University.

In Search of the Big Idea is a reflection on Dr. Toregas’ career, as published in Government Technology magazine.

Robert LeGrande II, Strategic Advisor

Robert LeGrande IIAs President and CEO of LeGrande Technical & Social Services, LLC, Robert LeGrande is leveraging lessons learned in the District of Columbia to deliver high-quality technology solutions and services to government and commercial clients throughout the country and abroad.

As the former Deputy Chief Technology Officer (Acting CTO) for the District of Columbia government, he provided leadership for the City’s Wireless Network Operations, Human Services Modernization Program, Citywide Credentialing Project and the National Capital Region’s Interoperable Communications Program. He was appointed in January of 2007 as Interim Chief Technology Officer by D.C. Mayor Adrian Fenty. Energy & Environment Community Block Grant Conference Call

Here’s a recap of the Energy and Environment Community Block Grant (EECBG) conference call, that was conducted for PTI members, with representatives from the Department of Energy (DOE) on February 19, 2009.

Rutgers School of Public Affairs & Administration and PTI Announce Strategic Partnership

The School of Public Affairs and Administration (SPAA) at Rutgers University in Newark and Public Technology Institute (PTI) have announced the formation of a new strategic partnership in all areas of public performance management, as well as governance and technology leadership in public management.

Both organizations have agreed to work in tandem to address such objectives as developing next generation web-based training and information systems and programs. They also pledged to work toward common strategic goals that adhere to each organization’s unique but complementary missions.

For the first time SPAA will have a presence in the Washington, D.C. area and an enhanced presence with city and county technology leaders worldwide.

Steve Foute, Strategic Advisor

Steve FouteDr. Steve Foute most recently was Deputy Manager of the Department of Environmental Health for the City and County of Denver. He now consults for a number of entities including PTI, the City and County of Denver and others.

Steve continues to be an outstanding leader of PTI’s Sustainability Council as an advocate for environmental and energy issues at the local level.

In 2006, the Council nominated him as its national spokesperson in energy assurance and critical infrastructure protection funded by the U.S. Department of Energy. Steve also assisted with the production of the Energy Assurance Guidelines for Local Governments with PTI’s Ronda Mosley.

Mr. Foute has won several awards including the U.S. Department of Energy’s Innovation Award, Colorado Governor’s Energy Conservation Award and the Society of Real Estate Appraisers Author’s Award. He is a Master Gardener in Pueblo County, Colorado.

He received his doctorate in Environmental Science from the University of Texas at Dallas and has served as adjunct professor at the University of Colorado’s School of Architecture and Planning.

State of City & County IT 2008 National Survey

Electromagnetic Pulse (EMP) Threat Assessments

This Congressional Research Service report is an excellent backgrounder on the threat of High Altitude Electromagnetic Pulse (HEMP) and High Power Microwave (HPM) devices on the national infrastructure including the electrical grid, computing and communication networks.

National Group Forms to Promote 311/CRM in Local Government

WASHINGTON, DC, July 17, 2008 - A pothole in the street? A loose dog running around the neighborhood? Missed trash pick-up? Every day Americans want or need to make a call to their local government for service or information, but don’t always know where to call.

An emerging technology, 311 service, is making it easier for citizens to connect with their local government when they need help—all through a simple phone call to 3-1-1 or the touch of a button on a government website.

A new group created by several leading organizations has formed to promote the use of and serve as a resource on centralized customer service systems such as 311 call centers, citizen relationship management (CRM) systems and online service requests, to improve local government service delivery and performance.

City of North Las Vegas: Four Day Work Week Quick Facts

Lower energy costs and greater service availability are among the results reported by the City of North Las Vegas for its four-day workweek. Here are answers to questions about this program.

When did it begin?

The City implemented the four-day work week in July 1, 1977. It began as a 90-day pilot program.

Why?

It was part of the three-year employee bargaining agreement effective July 1, 1977 as a trade-off item in lieu of a salary increase. At the time, the City had 300 employees and this trade-off resulted in an estimated $180,000 savings.
