Welcome

Public Technology Institute (PTI) is a national, not-for-profit member-supported organization based in Washington, D.C.

As the only technology organization created by and for cities and counties, PTI works with a core network of leading local government officials—the PTI membership—to identify opportunities for technology research, to share solutions and recognize member achievements, and develop best practices that address the technology management, governance and policy issues that impact local government.

Officials from PTI member governments participate in Councils and Forums that address specific technology areas. Through partnerships with industry, federal agencies and other governmental organizations, PTI shares the results of its activities and the expertise of its members with the broader audience of the more than 30,000 U.S. cities and counties.

History

Established in 1971 by the major national associations representing state and local governments, PTI is the advocate and resource for early adopters and thought leaders who have a passion for the furtherance and wise deployment of technology in governance.

Today, PTI continues to enjoy a close relationship with the National League of Cities, National Association of Counties and International City/County Management Association.

The PTI Board of Directors is comprised of representatives from the three national associations, the PTI membership and private industry.

Citizen-Engaged Communities Designation Program

PTI’s Citizen-Engaged Communities is a special designation program that will provide multi-channel government contact centers with:

• A Roadmap for Success     • Process and Technology Support
• National Recognition

Local governments are challenged today to provide centralized citizen contact centers that effectively utilize new technology for fast, friendly and responsive service.

This seamless service must engage citizens through multi-channels, empower citizens by enabling direct interaction, and then demonstrate accountability through performance reporting, not just for calls but also for service delivery.

Citizens do not differentiate contact with an elected official, a call center representative, or staff in an operational department. They are all perceived as the city response and the city service.

Intel, the world leader in silicon innovation, develops technologies, products and initiatives to continually advance how people work and live. Intel innovation is legendary, starting with our invention of the microprocessor in 1971 and continuing today. In fact, the latest Intel processors require 1/7000th of the power needed by the first Intel chips. If automobile fuel efficiency had improved at the same rate, today’s cars would get 100,000 miles per gallon.

Intel innovation adds intelligence to IT products and operations. Who else but Intel could put smart security, easier manageability and faster, more intelligent performance on a processor chip? The all new 2010 Intel® Core™ vPro™ processor family delivers cost-cutting efficiency and maximum productivity with the intelligence of hardware-assisted security and manageability features on notebooks and desktop PCs.

Intel® Xeon® processor-based servers provide industry-leading multi-core performance without increasing footprint and power demands. Public Alert and Warning Systems

The Commercial Mobile Alert System (CMAS) interposes a central FEMA facility between emergency alert originators such as local governments, and wireless providers (CMSPs) who forward the messages to citizens’ mobile devices.

Key materials concerning CMAS and the Integrated Public Alert and Warning System (IPAWS) are on the FCC website at this link.

Text of FCC Report and Order Establishing CMAS [PDF]
This document prescribes the coverage area and specifications of CMAS alerts, and addresses commenters who filed questions and objections to the CMAS proposal.

FEMA Letter to FCC [PDF]
This February 2008 letter from FEMA to the FCC explains that FEMA does not have statutory authority “during non-emergency periods to develop, implement, operate or maintain elements of the CMAS that regard alerts, warnings or notifications originated by State and Local authorities.” The agency asked the FCC to delay CMAS until such legal issues are resolved.

FEMA Takes Aggregator/Gateway Role for Nationwide Alert System
After declining to become the central gatekeeper for emergency alerts to wireless customers, the Federal Emergency Management Agency has reversed position and will accept this role.

To help local governments navigate the path through eGovernment implementation towards enhanced citizen engagement, Public Technology Institute (PTI) and ITEMS International introduce Beyond eGovernment – Measuring Performance: A Global Perspective.

The book’s 40 contributors from 17 nations demonstrate how eGovernment initiatives – to include Web 2.0 and social media tools and multi-channel public contact services – can benefit from performance measurement.

“Today’s social media and IT tools have many built-in metrics that if properly applied can help governments truly measure the effectiveness of the services they provide,” said Alan Shark, Executive Director of PTI and the book’s co-executive editor. “With this book we provide officials with examples of how these tools are being adopted in government agencies across the globe.”

These jurisdictions will receive grant funding to develop or expand plans that will improve electricity reliability and energy security. The site will also support all local governments across the nation that want to learn more about creating energy assurance plans for their communities.

Once created, these plans will help ensure that local governments can provide life-saving services during an energy emergency.

Through a grant from DOE, PTI will offer technical assistance to local governments to help them develop or refine existing energy assurance plans. Visit LEAP at this link.

“Security is still a concern.”

“Our only consideration for cloud computing at this time would be for email.”

“Issues to be resolved include: Where does data reside (in US)? Who, in the Cloud, has privileged access to our data - Cloud providers are not giving sufficient answers to this question.”

An Evolving Role

Alan R. Shark

A brief history of the rise of the CIO

Today, no private sector company would consider operating without a Chief Information Officer (CIO) or Chief Technology Officer (CTO) – yet many cities and counties continue to struggle to define what type of technology position best fits their needs and budget, as well as what type of governance structure works best. Local governments only recently began to consider such titles as CIO or CTO.

Five Tools CIOs Must Embrace in 2010

By PTI CIO Clifford Clarke

As PTI’s current CIO and as a former jurisdictional Chief Information Officer (CIO) I am quite familiar with the “go slow” approach local governments take with rapidly changing technologies.

There are numerous reasons for this chosen pace. CIOs do not want to be seen as chasing the next hyped technology and therefore become out of alignment with the business unit. CIOs prefer to have others dull the bleeding edge of new technology adoption, preferring to wait and see that bugs are remediated and the hardware or software are more aggressively and broadly tested and deployed.
