Alan R. Shark, PTI Executive Director

Alan R. Shark.(JavaScript must be enabled to view this email address) is the Executive Director and CEO of Public Technology Institute (PTI). Created by and for city and county governments, PTI is a national, non-profit organization that focuses on technology issues that impact local government and thought-leaders in the public sector.

Dr. Shark’s career has spanned over 28 years as a highly recognized leader in both the nonprofit management and technology fields, with an emphasis on technology applications for business and government. He is an assistant professor at Rutgers University where he teaches a masters level course on technology and public administration.

He is co-author of the book Web 2.0 Civic Media in Action (2011), and an author and Executive Editor of the book CIO Leadership for State Governments: Emerging Trends and Practices (Spring 2011). Dr. Shark also was Executive Editor of the book CIO Leadership for Cities and Counties: Emerging Trends and Practices (2009) as well as Beyond e-Government: Measuring Performance (2010) and Beyond e-Government & e-Democracy: A Global Perspective published in 2007.

His work has been supported by the Alfred P. Sloan Foundation, the U.S. Department of Energy, the United Nations UDESA, OECD and the International Telecommunication Union (ITU).

Dr. Shark has been instrumental in developing one of the first national certification programs for local government CIOs that PTI is offering in partnership with Rutgers University’s School of Public Affairs and Administration (SPAA). This 12-month certification program is designed to help executives develop the necessary skills to be a successful local government CIO, share knowledge and experience with peers and raise their professionalism as technology practitioners.

Before coming to PTI, he was president and CEO of the American Mobile Telecommunications Association. At the Water Environment Federation, he was the associate executive director for marketing and communications, and publisher.

Dr. Shark was elected a Fellow of the National Academy of Public Administration, as well as a Fellow of the American Society of Association Executives and a Fellow of the Radio Club of America. He received a doctorate in public administration from the University of Southern California and the MPA degree from Baruch College in New York.

Costis Toregas served as PTI’s CEO for 18 years, 32 in all with PTI. He is a Fellow and the chair of the National Academy of Public Administration’s standing panel on Social Equity in Governance.

He is an adjunct faculty member in the school of Public Policy and Public Administration at George Washington University (GW), a Lead Research Scientist in the GW Department of Computer Science, and a founder and principal of the Global Consortium for Sustainable Solutions.

Dr. Toregas holds Ph.D and M.S. degrees in Environmental Systems Engineering and a B.S. in Electrical Engineering from Cornell University.

Brian J. O’Neill is now serving his eighth term on the Philadelphia City Council. He also serves as the Chair of the City Council’s Technology Committee.

The son of a Philadelphia police officer, Councilman O’Neill is a graduate of Saint Joseph’s University (1971) and Widener University Law School (1975). Prior to his election in 1979, he worked as a juvenile probation officer, a law clerk in the Court of Common Pleas and an attorney in private practice.

Representing the National Association of Counties (NACo)

Mark Johnson has been the executive director of the NDACo since 1983. He received the North Dakota Leadership Award in 1992. He has served on the National Association of Counties (NACo) Board of Directors, and currently serves on the Finance Committee and Information Technology Committee.

Mr. Johnson is also the president of NDACo Resources Group, a for profit subsidiary of the NDACo delivering technology to public and private clients in North Dakota.

Mr. Johnson is a Certified Association Executive (CAE) and an active member of the American Society of Association Executives. He received the Top 25 Doers, Dreamers and Drivers Award from Government Technology Magazine in 2004.

Gail M. Roper has over 28 years experience in the technology industry in the public and private sectors. She is the first chief information and community relations officer for Raleigh - a city that Forbes magazine ranked as “America’s Most Wired City” in 2010.

She previously served as CIO for the City of Austin, TX and the City of Kansas City, MO. She has received the Distinguished Professional of the Year and Administrator of the Year award from the American Association of Public Administrators; the 2006 Black Family Technology Present Day Technology Leader award, the Technology Leadership Award from Public Technology Institute, the In the Arena award from the Center for Digital Government, and the Government Technology Top 25 Doers, Dreamers and Drivers award.

She is on the board of directors for Southeast Raleigh Assembly, Inc. and PTI, and is the Chair of PTI’s CIO Council, whose members includes 90 public sector CIOs and IT directors. Gail Roper is a 2010 PTI Fellow, recognizing her leadership and commitment to local government service.

As Mesa City Manager, Christopher Brady is the chief operating officer of the 39th largest city in the U.S.

Prior to joining Mesa, Mr. Brady was Assistant City Manager for the City of San Antonio, Texas. He previously served as Acting City Manager and Assistant City Manager for the City of Bellaire, Texas. Mr. Brady also was a financial analyst and management analyst for the City of Houston, and completed an internship in the Mayor’s Office in Provo, Utah.

He holds degrees in public administration and political science from Brigham Young University.

The 2011 Class of PTI Fellows recognizes four outstanding individuals who have committed their careers to service, leadership and the advancement of technology in city and county government.

Who Is A PTI Fellow?

  • A PTI Fellow is recognized as having played a major, positive role in furthering the use of technology for the public good.
  • A PTI Fellow has served or currently serves in the public sector.
  • A PTI Fellow is willing to share insight with local government officials through the framework of the PTI Fellows program. This includes contributing to PTI publications and educational programs.

A new Class of PTI Fellows is announced every year. Nominations for each class of Fellows are made by the PTI Executive Director to the PTI Board of Directors each summer for public release in the fall.

MICHAEL ARMSTRONG

Michael Armstrong is the Chief Information Officer, Municipal Information Systems for Corpus Christi, Texas and is a long-time supporter of PTI. He led the CIO Council for four years and has served on the PTI Board of Directors for five years.

He has more than 25 years in Information Technology, including leadership posts in Lexington, KY, Des Moines, IA and San Antonio, TX. He has led Des Moines and Corpus Christi to top national rankings.

Mr. Armstrong has received the PTI Distinguished Service Award and the Distinguished Information Service Award from the American Institute of Technology Professionals.

JACK CLEGG

Jack Clegg is Director of Information Technology Services for Johnson County, Kansas. He has been in the IT business for over 30 years. Before joining Johnson County, he was the Director of IT for Kent County, Michigan, and Warren County, New Jersey.

Prior to his entry into the public sector, he held various management, supervisory, and technical positions in the manufacturing, distribution, chemical and pharmaceutical industries. Jack holds a Bachelor of Arts degree in Business Administration from William Paterson College, Wayne, NJ, and is accredited by many professional organizations.

STEPHEN R. FERGUSON

Stephen is the CIO of the City of San Jose California – the "Capital of Silicon Valley" and the 10th largest city in the U.S.

He has served as a CIO/Public Administrator for 37 years. His public sector career started in 1974 as the IT Manager for a small Colorado city. He has also served as the CIO for the Florida Department of Transportation, the City of Oakland, the Metropolitan Water District of Southern California, Sacramento County, the City of Sacramento, and as Vice President for Government Consulting with MAXIMUS.

During his career, his leadership skills have been tested by a major hurricane (1985), the Loma Prieta Earthquake (1989), and the Oakland Hills firestorm (1991). He has directed the implementation of many new business systems in his career including 11 ERP implementations, 6 utility billing systems, and many, many others.

DOUGLAS YODER

Douglas Yoder is Deputy Director of the Miami-Dade, Florida Water and Sewer Department, the largest utility in the southeastern United States and one of the largest utilities in the country. His specific responsibilities include oversight of planning, regulatory compliance, and capital improvements.

Dr. Yoder has worked in several capacities with Miami-Dade County over the past 40 years, with particular water resource management experience in the Department of Environmental Resources Management for more than 28 years. He was instrumental in developing the County's wellfield protection program, the first large scale local government program to link land use management with ground water protection. He also guided development of the County's brownfield program, to facilitate productive reuse of industrial and commercial properties, and the County's climate change program to limit greenhouse gas emissions and the many adverse consequences that may occur due to climate change.

Dr. Yoder served for 8 years on the National Drinking Water Advisory Council that advises the Environmental Protection Agency on drinking water policies, is past chair of the Florida Local Environmental Resource Agencies (FLERA), past president of the South Florida Chapter of the American Society for Public Administration, past chair of the Public Technology Institute's Sustainability Council, currently represents the Department on the Water Resources Advisory Commission, advising the South Florida Water Management District on water management policy, and served on the EPA Climate Ready Utilities Working Group to advise the National Drinking Water Advisory Council.

He serves on the Association of Metropolitan Water Agencies Climate Change Committee, the Water Research Foundation's Expert Panel on Climate Change, chairs WRF's Tailored Collaboration Review Committee, and sits on the Water Environment Research Foundation's Paul L. Busch Award Committee.

Dr. Yoder holds a bachelor's degree in government from Cornell University and master and doctoral degrees in public administration from Nova Southeastern University. He has published articles and papers and spoken at several national conferences on the subject of water resource issues in south Florida.

Introduction to Energy Infrastructure Interdependencies

PTI presented this webinar on December 14, 2011.

The infrastructure of a local community consists of many elements, including electricity transmission lines and distribution systems, gas pipelines and storage facilities, water and sewer systems, communication lines, transportation systems, medical and emergency facilities, telephone switching stations, and cell towers.

A disruption in any one asset or system — such as the electricity delivery system — could affect the infrastructure of many other critical systems and, in turn, could disrupt numerous essential services, including those that facilitate infrastructure repair and restoration.

When developing energy assurance plans, local governments will want to identify energy interdependencies at the local, State, regional, and national levels and examine how they may affect local critical infrastructures. The LEAP publication Introduction to Energy Infrastructure Interdependencies supports these efforts.

Steve FouteDr. .(JavaScript must be enabled to view this email address) most recently was Deputy Manager of the Department of Environmental Health for the City and County of Denver. He now consults for a number of entities including PTI, the City and County of Denver and others.

Steve continues to be an outstanding leader of PTI’s Sustainability Council as an advocate for environmental and energy issues at the local level.

In 2006, the Council nominated him as its national spokesperson in energy assurance and critical infrastructure protection funded by the U.S. Department of Energy. Steve also assisted with the production of the Energy Assurance Guidelines for Local Governments with PTI’s Ronda Mosley.

Mr. Foute has won several awards including the U.S. Department of Energy’s Innovation Award, Colorado Governor’s Energy Conservation Award and the Society of Real Estate Appraisers Author’s Award. He is a Master Gardener in Pueblo County, Colorado.

He received his doctorate in Environmental Science from the University of Texas at Dallas and has served as adjunct professor at the University of Colorado’s School of Architecture and Planning.

AVI DUVDEVANI

Avi Duvdevani recently retired after nearly 40 years of public service as an IT professional, including 29 years in government service to the City of New York. He played a pivotal role in the City's technology history and was a member of the leadership team that created the City's first technology agency (now the Department of Information Technology & Telecommunications --DoITT).

Avi was DoITT's First Deputy Commissioner and also served as its (acting) Commissioner before, during and after the tragic events of 9/11. He was the first recipient of the NYC Excellence in Technology "Demonstrated Leadership in the Management of IT" Award (ETAP) in 2001 and was again recognized at subsequent ETAP awards during his seven-year tenure as CIO of the New York City Housing Authority. He was also honored for his post 9/11 leadership by the 2002 Sloan Public Service Awards as well as by the New York City Managerial Employees Association, with a Distinguished Service Award as Manager of the Year "...for dedicated and exemplary service to the people of the City of New York in a year of profound crisis."

ALAN LEIDNER

Alan Leidner's career in New York City government spanned 35 years. Trained as an urban planner, he served as IT Director for the Department of Environmental Protection and as Citywide GIS Director.

Alan was instrumental in developing NYC's GIS basemap and directed the City's Emergency Mapping and Data Center (EMDC) following the 9/11/01 attack on the World Trade Center. In 2000 Alan was awarded a Sloan Public Service Award by the Fund for the City of New York. Mr. Leidner supported NYC's membership in PTI for 25 years and continues to collaborate with PTI on geospatial matters.

GAIL ROPER

Gail Roper is the CIO for the City of Raleigh, North Carolina. Previously, she was CIO of Austin, Texas and Kansas City, Missouri.

Ms. Roper has a bachelor's degree in information systems from Albany Business College in Albany, N.Y. She is the chair of PTI's CIO Council.

BILL SCHRIER

Bill Schrier is Seattle's chief technology officer and director of the Department of Information Technology. As CTO, he sets standards and policies governing the use of IT in city government.

His responsibilities include the city's data center, electronic mail system, public safety radio system, telephone and data communications, and award-winning website and municipal TV station. Bill chairs the King County Regional Communications Board and the Puget Sound Regional Interoperability Executive Committee.

To help local officials plan for and respond to incidents and emergencies that result in energy outages, PTI has released Version 2.0 of the Local Government Energy Assurance Guidelines.

Published in collaboration with the Department of Energy Office of Electricity Delivery & Energy Reliability (DOE/OE), this publication is available for free at this link.

Communities typically address energy emergencies from a post-disaster response and recovery point of view. The goal of Version 2.0 of the Local Government Energy Assurance Guidelines is to enable these communities to engage in pre-disaster planning and risk reduction. The Guidelines also assist jurisdictions in the recovery phase, in which vital energy sources are restored.

Susan CableSusan Cable is the Program Manager for PTI’s Citizen-Engaged Communities Designation Program. She provides expertise in performance management, organizational development, customer call center management and strategic planning, as well as web strategies, design and development.

Susan worked for the City of Corpus Christi for 15 years as director of the E-Government Services and Communications and Quality Management departments, integrating current technologies and effective communications to deliver responsive customer service and improve operational efficiencies. She was responsible for launching the City’s Internet and intranet websites and its centralized Customer Call Center.

NYC Housing Authority Named a PTI Innovation Lab

NYC Housing AuthorityNovember 12, 2008—Public Technology Institute (PTI) has recognized the New York City Housing Authority (NYCHA) as an Innovation Lab for its Broadband over Power Line (BPL) in-building network proof of concept.

PTI is a national, non-profit technology research and development organization created by and for cities and counties. Its Innovation Lab program – a “mark of excellence” - recognizes a local government for the successful deployment of a technology solution or practice.

A national survey of city websites has identified Washington, DC as the top-ranked city in the performance of municipal E-governance. The research study was conducted jointly by the E-Governance Institute, School of Public Affairs and Administration at Rutgers University-Newark, and the Department of Public Administration at San Francisco State University.

Mitigating IT Infrastructure Risks: Learn How to Better Control IT Failure
